When you purchased your apartment you should have been advised of the allocated parking bays for your apartment, plus the arrangements in place for the use of the visitor bays.
Some of the larger Strata Companies have very defined bylaws in relation to the use of the Common Area parking bays. Some have leasing agreements in place, others have wheel clamping or towing arrangements for vehicles parked over certain time limits i.e. 2 or 4 hours. There are also many properties that have paid parking arrangements. Always make sure you check the bylaws of the Strata Company prior to purchasing your property so you are fully informed of these types of arrangements, noting that clear signage at the property is a requirement when these services are effected.
